I'm also not really fond of this system - I was expecting the limit to be larger (and just reset less frequently). As it stands, with the current custom item chance being taken what, 15 minutes later according to some folks? This system HEAVILY favours people who are online at the time the timer ticks over. If you're always going to be asleep at the rollover time, you will almost NEVER get a chance to roll a custom maker with this system.

I'd honestly much prefer to see something like a raffle? That way it can still be a currency sink for folks, but people wouldn't need to be up madly refreshing the gachas at a specific time trying to get the new custom maker.
